Tracey Hummell

Tracey Hummell is the majority owner of North Rapid Response. As the Chief Operating Officer of StarMed Healthcare based in Charlotte, North Carolina, Ms. Hummell oversaw all operations that administered more than 1.4 million COVID-19 tests, vaccinations, and lifesaving monoclonal antibody treatments as a trusted partner of the North Carolina Department of Health and Human Services (NCDHHS) and several county health departments, including the Mecklenburg County Health Department. Under her leadership, her company served communities that face barriers to health care by partnering with local leaders, churches, and schools to host mass COVID-19 testing and vaccination events, all at no cost to the patients served. 

Under the auspices of Ms. Hummell, StarMed Healthcare:
  • Was named the “2021 Practice of the Year” by the North Carolina Medical Group Management Association in recognition of the contributions made to North Carolina communities and patients during the pandemic.
  • Provided 900,000+ COVID-19 tests, 500,000+ vaccinations, and 18,000+ viral treatments (monoclonal antibody and antiviral pills). Of those services, 64% were provided in minority or underserved areas.
  • Provided medical services in 29 counties across North Carolina to serve more than 1 million patients. Most of these patients experience barriers to quality healthcare.
  • StarMed Healthcare was the largest independent testing operation in North Carolina, and during the pandemic operated more than 750 COVID-19 testing sites with experienced mobile medical, safety and logistics teams.
  • Established their own high-complexity lab, accredited to test in all 50 states.
  • Established partnerships with colleges, sports teams, speedways, fairgrounds, living centers, shopping malls, grocery stores, theaters, apartment complexes, and other major entities.
  • Within 24 hours’ notice, StarMed established mobile units and logistics services in more than 500 different settings – indoor and outdoor – across the State of North Carolina.
  • Served dense urban areas, rural parts of the state, detention centers and nursing homes. Each mobile team reliably tested and vaccinated more than 1,000 patients per day.

    Sean A. Pybus

    Chairman

    In 2021, Pybus joined North Rapid Response as chairman where he provides guidance for North Rapid Response in partnership with US Special Operations Forces, DoD, Homeland Security and Defense, including advising on product development, project management, facilities support and account services. He is a seasoned Executive Mentor and Strategic Advisor with transferable skills from 30 years in Special Operations including multiple, executive-level military CEO and COO positions. Additionally, Pybus serves on the Board of the Navy Seal Foundation  as its chairman, a position he’s held since 2019.

    Pybus graduated BUDS Class 105 in December 1979 as one of 50 graduates from an initial class of 160. He took pride in being the Squad and Boat Crew Leader and one of the three fastest students on the infamous BUDS Obstacle Course. Training and command assignments continued with Seal Team 2 and Underwater Demolition Team 12 and then orders to SEAL Team 6 in Norfolk, Virginia. 

    In 1985, Pybus was the Ground Commander in Sigonella, Italy for the Achille Lauro operation which became one of the first successful Counter-Terror efforts by the elite US Special Operations Forces. In 1998, Pybus was a distinguished graduate of the Naval War College earning a master’s degree in Strategic Studies.

    Pybus served with distinction in multiple Joint Special Operations worldwide from Latin America, Europe, the Middle East, Africa and Asia. From 2011 to 2013, as head of Naval Special Warfare Command, he was the commander of all Navy SEALs. He would conclude his 34 year career as Deputy Commander, US Special Operations Command.

    Pybus received 21 major decorations and awards. They include the Defense Distinguished Service Award, Navy Distinguished Service Medal, and multiple awards of the Defense Superior Service Medal, Legion of Merit and the Defense Meritorious Service Medal.

    Jim Estramonte

    DIRECTOR

    Estramonte serves as the Director of North Rapid Response, where leadership skills and organizational experience forged during 29 years in the United States Coast Guard will serve to provide direction and purpose. Jim also serves as the CEO of Starmount Healthcare, where he implements the mission and vision for the company as it continues to grow and help underserved communities gain access to medical care. He leads the development and execution of operational policies and the organization’s long- and short-term strategic plans.

    During his service in the Coast Guard, Estramonte worked as the of Chief of Staff to the Commander, Pacific Area, a 3-star Admiral, and also served as the Military Assistant to the Secretary of Homeland Security, the Honorable Jeh C. Johnson. During these assignments, Jim learned lessons in how the Coast Guard operated and also learned the workings of one of the largest and most varied departments in our federal government. Both were instrumental in providing the foundation to be a leading member of North Rapid Response.

    Estramonte also commanded two Coast Guard Cutters – the VIGILANT and MUNRO, where he led patrols throughout the Caribbean as well as the entire Pacific Ocean, from Alaska to Japan, to off the coast of South America. He served at sea in various other assignments for 12 years, and also gained experience through assignments in Intelligence and Law Enforcement teams.

    Jim was also selected to the Coast Guard’s Financial Management Program and attended George Mason’s School of Management, Fairfax, VA, where he earned a Master’s in Business Administration. He was assigned to the Coast Guard’s Headquarters in jobs affiliated with finance, budget and was responsible for the execution of the Coast Guard’s annual budget. In 2015, he had the opportunity to be a Senior Military Fellow at the Center for a New American Security (CNAS), a Washington DC-based think-tank. He earned his Bachelor’s degree from the Coast Guard Academy in 1993.

    Estramonte’s personal awards include the Legion of Merit (two), Meritorious Service Medals (five), the Coast Guard Commendation Medal (four), the 9-11 Medal and various service and unit awards.

    CHRIS DOBBINS

    Dobbins maintains 22+ years of United States Air Force experience where he led deployments and large numbers of US Airmen. With a primary career in Law Enforcement, he held a White House security clearance and provided personal security for the President, Foreign Heads of State, Air Force One and the US Space Shuttle.  After retiring in 2004, he launched a new career in leading and managing health and human service departments for high growth government organizations.

    Mr. Dobbins brings a vast amount of critical experience to North Rapid Response. His demonstrated ability to recruit and train employees, develop budgets, monitor healthcare service delivery, assess staff performance, and take corrective actions when necessary are second to none. His passions for consultation services to clients on leadership, policing, social equity, public health, human services, and crisis communications are vital assets to our operations. He maintains an in-depth understanding of personnel management, crisis management, policy development, community engagement, and collaboration. He is a proven leader and mentor with a focus on fostering growth, quality, efficiency, and collaborative organizational culture. With his strong communication, negotiation, and problem-solving skills, Mr. Dobbins fulfills many necessary seats for our company.

    Mr. Dobbins holds a Master of Public Health degree from the University of North Carolina, a Bachelor of Science in Human Resources Management degree from Colorado Christian University, and an Associates in Criminal Justice degree, from the Community College of the Air Force. He is also a graduate of the Federal Bureau of Investigations (FBI) National Academy, Quantico, VA and the Executive Senior Leadership Seminar, Center for Creative Learning, San Diego, CA. He was recognized as 2017 North Carolina’s Health Director of Year and was appointed by Governor Roy Cooper to the North Carolina Veterans Affairs Commission in 2020.
